Reconciliation with the enemy will be posited. Revenge or reversal of the defeat may be plotted. And individuals will try to pick up the threads of their lives. When the process is over is hard to say, since it leaves a permanent legacy, but it is perhaps at the point when some new equilibrium, some new sense of normality, is reached. This might even be seen as a third phase - the place defeat occupies in the history of a society once normalization has occurred. Of these three dimensions, the second - the process of defeat - is central.

The short cuts and limited trials (however necessary the latter may have been) which marked the immediate post-war period gave way to the conformity and political conservatism of the 1950s in communist 26 Defeat and Memory in Modern History and democratic variants. 42 But in the case of Germany, the task was double - to reconcile guilt for crimes for which new legal and moral terms had to be coined ('crimes against humanity', 'genocide') with a deep sense of victimhood arising from the destruction of German cities and the death of half a million civilians by Allied bombing.

14 In the 1840s, this way of interpretation nearly vanished. The new paradigm was the dialectics between foreign rule and national liberty. Historiography and cultural memory now concentrated on the nation's struggle against the foreign oppressors (the so-called Erhebung). lS At first, it was exclusively used in speaking of the Napoleonic rule over Germany. From 1840 on, it became an abstract concept for interpreting the political world of past and present, for instance the Austrian rule in Italy16 and the English rule over Ireland l7 or the Roman rule over Celts, Carthaginians or Teutons 18 and the Popish influence in Germany before the reformation.
